CLEARFIELD COUNTY ADOPTS DEVICE REGISTRATION ORDINANCE
The Clearfield County Commissioners were faced with a major decision this past spring when they contemplated dropping their local weights and measures program. With a very tight budget in the prospect, the Commissioners looked to their Chief Sealer Joseph Pedmo for advice on how best to proceed.
Joe immediately contacted several other county weights and measures offices that had already initiated a device registration program. There are presently 6 local registration programs operating across the state. After gathering and analyzing data from these other entities, the Clearfield commissioners decided that this service was valuable enough to retain for businesses and consumers alike.
Clearfield County’s annual budget for weights and measures is a little over $42,000. They estimate the registration program will bring in about $25,000 to $30,000 substantially reducing the programs effect on the county budget.
Most small capacity devices will have an annual fee of $20 dollars per device. Scales with a capacity of over 1000 pounds will be $75. Vehicle tank meters and L. P. gas meters will be $50 dollars per meter and load rack meters $50 each. Fuel dispensers with a single hose and a single product will be $20. Dispensers with a single hose and multiple products will be $20 per product or blend.
Price look-up scanners are treated a bit differently with a flat fee of $50 for one to three scanners per location and four or more scanners will cost $100.
Timing devices are also covered in this program with a three year fee of $5 per meter and $75 dollars per establishment. This could cover parking meters, parking garages Laundromat dryers, air vendors and timed vacuums.
